We decided not to change formula for bullet seed like / ice shards like, because many pokes learn it and since it is a dark tm, we dont want it to be too abusable on POI.
Second reason which is also very important is that some greedy people decided to massively buy tm after getting staff answer in order to earn a lot of money on reselling after formula change. For this reason we won't ever again answer if we accept some suggestion or not, if it is related to rebalance. You will see if it has been accepted on any rebalance apply in game.
