ok you are right, because I was not explicit, but what I meant was to make it more efficient for duels, it requires that effect,

you are right that electric terrain is better than light screen, but as for Passive: electric charge, it could be more efficient Double team or Agility

which in a few words is for the Double team movement (to be more efficient in battle and in hunting)

I could apply this to picachus famili, for the reason of improving evasions in pokemons to deal with protection moves, targets, AOE moves

for more interaction in battle
