There was a period when politoed, in my opinion, was one of the best water type pokemon. This, I believe, that it was soon after its launch in the region of johto. Currently I think he has become a very bad pokemon in his totality of moves, the "mixing" of water type moves and normal, made it weird.
As far as we know according to the anime, manga and bulbapedia itself, it shows that one of its main, or signature moves, is rain dance, which by the way, has unfortunately been removed, and moved to its TM set (normal form).
I'd like to suggest that you review this, starting with adding the rain dance as one of your moves. This already exists in its shiny version, but I ask that it can be done for its normal form, too.
I would like to point out a possible idea here:
Normal Form changes:
Bubble > Aqua Blast
Water Sport > Rain Dance
Turn back Aqua jet as passive.
Shiny Form changes:
I think it's shiny form, looks really great. I just would add water jet as passive back again.
