Lugia and Celebi should be like Aerodactyl and Magmar and Electabuzz, after all they are legendary pokemon. Celebi is one of the best, if not THE BEST grass pokemon.

Nino had showed us the sprites for Entei, Ho-oh, Lugia etc. so I am only hoping that they are at least in the map, but extremely difficult to catch.
