Hello, Purrloin knows Hone Claws but Liepard learns it at lvl 60. Can you reduce the level of Hone Claws to 50?

Maybe you could move Hone Claws to passive and give it Foul Play with 30s cooldown instead? Hone Claws does 3600 damage at 130 lv so Foul Play could deal 1800 with each hit and the Hone Claws(passive) lowered to 2600-3000 [damage shown is against weak target (Hypno)].
