I tought that question is for all to make quest.Not for 1 man
In that way its:
3 open Eevee- 1 man hold first stone
3+3 open second stone-1 man hold second stone
So total is 8 as i said.

Nop. You are wrong. Let me explain why. 1 player 100 lvl goes to the stones. 3 players go with Eeveelution. Then player with 100 lvl goes to the 1st stone and block it. Later those 3 players who had eeveelution go to others spots where are 6 positions and here are 3 from eeveelution and 3 new players. They put 6 pokemons and 2nd stone is opened what makes that 100 lvl player goes from 1st one to 2nd and then to the reward. Thats how it works. 7 people are needed to complete the quest.

I know what you say.But 1 man will make quest,other ones just open stones.I tought in same time all of players that are in quest to make in 1 time.
To hold both stones for all you need 8 people,and for 1 player to finish you need 7 people.
So in some point im right,but they didnt think on that way that i did.

I got your way of thinking, but still a bit wrong. There was a question "How many players are required to complete elemental quest?". I mean in the question wasn't mentioned that several players want to do it, but in total how many players are needed to complete it, just for single player. Still 7. From previous PA events I know that some question can be understood in different ways.

So what? It's just 1 from 15 questions. When I post at 16~ GMT +1 which is for example 9am in Mexico, some ppl sleep, other are at work/school then it's all cool, but when once something is being posted late for you, then it's an apocalypse. Chill dude.
